All data is based on vexed's WAPA bills recorded through out the years (starting November 1999), but not all months are recorded as I am still looking for some old bill's.
 
   
 
HAWAII IS SO MUCH CHEAPER? 09/24/2011
I keep seeing/hearing that Hawaii has a electric rate of 20¢ well go to there
website and you can get the current rates.

A few things to note though:
First is they charge per island so if it costs more and you have less
clients to cover the cost you pay for it, unlike the US Virgin Islands
were the costs are shared by all.

Second what is that Energy Cost Adjustment?
Same thing as LEAC!!!! different NAME!!!!

Third I do see that Lanai and Molokai have a rate of 20 plus cents
but that is for the Base Fuel/Energy Charge not the Base rate and then
there is the Energy Cost Adjustment on top of that.

Fourth they change it every month based on what the costs of the
energy is and they file public documents about it, you may not understand
what all of it says but you get some information.

I do not like the LEAC but am getting sick of everyone saying that is needs
to go away just like everyone else. Do some research alot of places have a
LEAC just not the same name. And thinking the government is for some reason
just going to pay for it, wake up. Also do you hear ANYBODY talking about
a way to lower the LEAC? I hear alot about being green but no one has ever
said that it will lower the LEAC and if it does how much 10 cents? so its
31.8¢? Anybody know?

WAPA says that they pay $127.00 to Hovensa for fuel?
I know the Island Time thing, but how does Hovensa ever get
to sell fuel to WAPA at a few month old price? Well maybe WAPA
is not telling us how this LEAC really works. In June WAPA says they
pay $127.00 a barrel to Hovensa, and I keep hearing that Hovensa says
they do not make any money off of the fuel to WAPA? One of them is not
correct. The highest BRENT closed this year so far was $126.90
on 04/08/2011 so $127.00 is higher then that so maybe Hovensa
makes alittle money. But Hovensa I believe buys there oil from
Venezuela and the highest basket price was $110.00 on 04/29/2011
and that is even lower then the BRENT price, so even more profit.
Not that I am saying Hovensa can not make a profit but I keep hearing
Hovensa is so generous and WAPA pays so much for fuel. Why is WAPA
paying so much for fuel? Dosn't look like market prices. Or is WAPA
not really telling us the real story? This LEAC thing is so confusing. Source Article WHY DO WE SUBSIDIZE ST. THOMAS and ST. JOHN's ELECTRICITY COST? All the islands pay the same amount, WHY?
St. Croix fuel transport cost have to be cheaper than that of
St. Thomas so the cost of producing electricity HAS to be cheaper. RIGHT?
Gas for you car is a different price and I bet if you went to the
grocery store on the different islands the price of all the items will
be different and if you asked why someone would say the shipping cost
to get it to the different islands is different so there is a different
price charged for the same item on all the different islands.
In Hawaii there is a different rate on the different islands.
Hawaiian Electric Company Rates I HERE THAT THIS IS THE ONLY PLACE THAT HAS A LEAC This is TRUE in a way. We call it LEAC but there is other places that
call is something else but its the same thing. Other names that I have
found on the web are:

Adjustment for Cost of Fuel

Take a look Google seach HOW IS THE LEAC CALCULATED - WAPA? I guess the LEAC is based on the current price of crude oil!
But that can't be, can it?

October 1999
LEAC on WAPA bill was 0.01030303
Average crude oil price for monthe was $19.93

September 2006
LEAC on WAPA bill was 0.23705042
Average crude oil price for month was $55.34

The average crude oil price rose 179.63%
The LEAC rose 2200.78%


December 2007
LEAC on WAPA bill was 0.254733
The LEAC rose 2372.44% since October 1999


October 2006
LEAC on WAPA bill was 0.215615
I used 1170 KWH of Electric my bill was $345.33

November 2007
LEAC on WAPA bill was 0.192760
I used 1170 KWH of Electric my bill was $318.59

MY BILL WENT DOWN YAAAAAAAA!!!

December 2007
LEAC on WAPA bill was 0.254733
I used 1290 KWH of Electric my bill was $436.09
So my LEAC went up 32.15% between November and December
(I thought it was 20 some percent WAPA!)

NEED TO USE MORE CANDLES!!!!!!!!

St Croix prices are based on what we see driving around and there may or may not be higher or lower prices on island.

The St. Croix Rack Rate as based on article's from the Virgin Islands Daily News Website.

Keep in mind to add a estimated 14 cents to the rack rate for delivery and road tax that are estimated at 7 cents each.
